Rajneesh Goyal was born on 15th June 1976 in a farming middle class family in Haryana. His father was a farmer and his mother a housewife. He completed his education in the local school, from childhood he was very interested in studies, but after completing his schooling, he did not come to Delhi for higher education, he completed his master's degree in economics from the University of Delhi. After his post-graduation, he expressed interest in joining the Indian Administrative Service and prepared for the UP Civil Services Examination. UPC is one of the most popular and one of the toughest exams in India through UPSC through which a person gets permission to become Indian Civil Service ISR and IPS. He cleared the UPSC Civil Services Examination in 1986 for the third time after two attempts and was selected as an IAS officer. He was appointed as a service officer in the Karnataka cadre.

Rajnees Goel is the son of a farming family in Haryana. After completing his Masters in Economics from Delhi University, he cleared the UPSC Civil Services Examination in 1986 and became a service officer. He is allotted as Administrative Service Officer of Karnataka Cadre. He then held various posts with the Government of Karnataka for development purposes and participated in several developmental works. After the current Chief Minister of Karnataka Sitara Maia took over as Chief Minister, Goyal was appointed as Additional Chief Secretary. On November 30, 2023, Additional Chief Secretary Rajneesh Goyal has been appointed as the Chief Secretary after the retirement of the present Principal Chief Secretary of Karnataka, Bodita Sharma.
