Bebi Devi, supported by the Jharkhand Mukti Morcha in the Jharkhand Dumri Assembly by-election, was born in 1973 in Goma, Dhanbad, Jharkhand. She is the daughter of a low class farmer family of Jitpur village, apart from her she has two brothers and a sister in her family, she has studied at intermediate level. She got married to Jagannath Mahato in 1990. 1990 Jagannath Mahato was an ordinary political activist at the time of marriage.

In the 2019 Jharkhand Assembly Elections in Dumri Assembly, the candidate from BJP was Pradeep Kumar Sahu, the candidate from AJSUP was Yashoda Devi and the candidate from Jharkhand Mukti morcha (JMM) was Jagarnath Mahto. BJP candidate Pradeep Kumar Sahu got 36013 (18.95%) votes, Ajsup candidate Yashoda Devi got 36840 (19.36%) votes, Jharkhand Mukti morcha (JMM) candidate Jagarnath got 71128 (37.38%) votes.
Finally Jharkhand Mukti Morcha candidate Jagarnath Mahto won and became Education Minister of Jharkhand state government. But unfortunately on 5th June 2023 MLA and Minister Jagarnath Mahto died due to physical illness.
As a result, the Dumri Assembly was without MLAs for several months, after which the Election Commission ordered a by-election on 5 September 2023. After the Election Commission of India order came, several political parties including BJP, Ajsup, JMM started releasing their candidate names. Bebi Debi, wife of late Jagarnath Mahto, is a candidate for the Dumri assembly by-election on the orders of the supreme leader of Jharkhand Mukti Morcha, Hemant Soren.
Bebi Debi has no political history till now, earlier she only managed the house but from now she will manage the assembly and report there problems to the assembly. Baby Devi promises to complete her husband's unfinished tasks. He wants the common people of Dumri to bless him and win him over.
